Preparing to travel to and from Australia I REQUIREMENTS EXPLAINED

From the 15th of December, fully vaccinated eligible visa holders can travel to and from Australia without an exemption. Quarantine requirements would depend on the state or territory of arrival. Please visit the state or territory government website for information about the current quarantine requirements that apply in that jurisdiction.


If you need to transit through a state or territory on your way to your destination state or territory, you may also need to take the domestic travel restrictions into account.

What are the Requirements to travel to and from Australia?

1. You must have a valid eligible visa to travel in and out of Australia.

International Student visa (500), Temporary Graduates (485), Work and Holiday visa (462), Working Holiday visa (417), and Temporary Work (400, 403) are part of the eligible visas. For the whole list please visit Immigration Department Website here.

2. A negative ❎ PCR COVID-19 test result is required for travelling to or transiting through Australia. This test must be taken within three days before your flight
3. Be fully vaccinated with any of the Therapeutic Goods Administration (TGA) approved vaccines unless there is a medical exemption. 

To travel to Australia, you must have taken two doses 💉, with not less than 14-days apart, of any of the Therapeutic Goods Administration (TGA) approved vaccines. This includes AstraZeneca, Pfizer, Moderna, Sinovac, Bharat Biotech Covaxin and Sinopharm BBIBP-CorV. If you have taken the Johnson & Johnson vaccine, you only need to show one dose.

Seven days must have passed since the final dose of vaccine before you can travel into or out of Australia.

Mixed doses count towards being fully vaccinated as long as all vaccines are approved or recognised by the TGA.

🚨IMPORTANT: If you have not been vaccinated with the above doses or schedule, you do not meet Australia’s definition of ‘fully vaccinated.’ This includes instances where the dosing schedule or vaccine eligibility differs in your country of origin. If you have received non-TGA approved or recognised vaccines, you will not be treated as a vaccinated person for inbound travel to Australia. 

4. Present a COVID-19 vaccination certificate from a health authority or a valid Medical Exemption

If you were vaccinated in Australia and aim to depart and return to Australia, you must provide an International COVID-19 vaccination certificate (ICVC). Get it through the MyGov app.

Travellers vaccinated in other countries must present a vaccination certificate issued by the country they were vaccinated in. These certificates should be in formats that meet the following criteria:

  • issued by a national or state/provincial-level authority or an accredited vaccination provider
  • written in English or accompanied by a certified translation
  • containing at a minimum:
    a. name as it appears in the traveller’s passport
    b. either date of birth or passport number
    c. the vaccine brand name, and
    d. the date of each dose or the date on which a full course of immunisation was completed.
👨‍⚕️Medical Reason or Travel Exemption

If you cannot be vaccinated for Medical Reasons, you must provide a medical exemption. Only eligible health professionals can report medical contraindications to the Australian Immunisation Register (AIR). Please note that you must apply for a travel exemption if you cannot demonstrate that your medical contradiction has been reported to the AIR.

5. Australian Travel Declaration,

Before you travel to Australia, you should complete the Australia Travel Declaration (ATD) at least 72 hours before your departure for Australia. The ATD collects your contact details in Australia, flight details, travel history, vaccination information, quarantine requirements and health status. Please make sure you have the following information ready before you start your declaration :

  • passport details
  • evidence of vaccination
  • trip information
  • 14 days travel history
  • destination details
  • contact details in Australia and abroad

The ATD cannot be modified after being submitted. If there are any variations on the flight, health status, or you have made a mistake, you must submit a new Australia Travel Declaration and delete the previous application. 

As stated on the Australian Immigration Department Website: Giving false or misleading information to the Australian Government is a serious offence. If convicted, the maximum penalty is imprisonment for 12 months.

The Australia Travel Declaration is free and can be completed on the  mobile Australia Travel Declaration app or on the desktop ATD online form

Travellers coming into Australia would be required to show the Travel Declaration (either electronically or printed) before boarding the flight and on arrival in Australia. Please note the email confirmation letter could include a Green, Blue or Red response. These colours would define your eligibility to travel and Quarantine requirements on arrival 

  • Green Response (with a tick) indicates that the traveller is either quarantine-free or has a pre-approved home quarantine.
  • Blue Response (with an hourglass) – this means you need to quarantine on arrival
  • Red Response (with a cross), your airline will decide if you can travel. If you are allowed to travel to Australia, you will need to quarantine on arrival.
6. Check the arrangements in both their place of arrival and place of final destination, as quarantine requirements are different in each Australian state and territory. More information here 
 7. If you are a 🚨408 Visa Holder, please make sure to check your visa conditions before departing Australia, as many would not be allowed to return.

Australia plans to reopen International Borders by Christmas

Is it true for Temporary Visa Holders?

Everyone is talking about how achievable International Travel will be to resume on Christmas if all states keep to the national plan. December 18th is now the most significant day for many Australians, having Qantas planned at least six international routes for this date and five the following day. 

The idea obeys the intentions of opening up internationally with markets whose vaccination levels are similar to Australian Targets, 80%. UK, North America, Canada, Japan, Singapore, and Fiji are within the released list of routes available for the aperture. However, the question that remains is, 

what would be the case for temporary visa holders that want to reunite with their families overseas? Would they be able to return safely to Australia even when the International return gap is limited for Australian Citizens?

At this stage, it is unclear if the situation would change for Temporary Visa Holders. However, according to the Department of Home Affairs, Temporary visa holders in Australia can depart Australia at any time. Still, they will generally not be permitted to return.  

What are the options to leave and return to Australia if I hold a Temporary Visa?

Temporary visa holders seeking to leave and then return to Australia may apply for an inwards exemption before leaving. Applications will only be approved if:

  1. The applicant meets the requirements for an individual exemption from Australia’s Inward Travel Restrictions, 
  2. The applicant has a strong compassionate or compelling reason to leave Australia, including 
    • attending the funeral of a close family member overseas, 
    • visiting a close family member who is seriously or critically ill
    • or seeking necessary medical treatment not available in Australia.

*Evidence should be provided at all times.

Applications for Travel Exemption must be lodge at least two weeks, but not more than two months, before your planned travel.

Applications must include:

  • traveller details: name, date of birth, visa type and number, passport number
  • proposed residential address and phone number in Australia
  • your reasons for coming: why you should be granted an exemption
  • a supporting statement: setting out how you meet one of the grounds for an exemption
  • accompanying evidence.

 

Please note - If you are not granted an exemption, you should not continue with your travel plans, as you will not be permitted to board a flight to Australia. If you are granted a travel exemption, you need to take evidence of that exemption decision to the airport.

How do I know if I am entitled to an automatic travel exemption?

You can only leave and enter Australia without obtaining an individual exemption if you are, 

  • an Australian citizen or a permanent resident of Australia
  • an immediate family member of an Australian citizen or permanent resident, including defacto relationships. However, marriage certificate, evidence of your de-facto relationship, shared finances or property, birth certificate for your children, among others, documents should be presented as part of the evidence at the airport. 
  • a New Zealand citizen usually resident in Australia
  • a diplomat accredited to Australia, including their immediate family members (each member of the family unit must hold a valid subclass 995 visa)
  • a person transiting Australia for 72 hours or less
  • airline crew, a maritime crew including marine pilots
  • a person recruited under the Government approved Seasonal Worker Program or Pacific Labour Scheme
  • a person who holds a Business Innovation and Investment (subclass 188) visa
  • A person who holds a Temporary Activity (subclass 408) visa in the ‘Post COVID-19 Economic Recovery Event’ stream and who is supported by the Global Business and Talent Attraction Taskforce.

What are the Individual exemptions from Australia’s Inward Travel Restrictions?

Individual exemptions are granted if you are, 

  • a foreign national travelling at the invitation of the Australian Government or a state/territory government authority to assist in the COVID-19 response
  • a foreign national whose entry into Australia would be in the national interest, supported by the Australian Government or a state authority
  • providing critical or specialist medical services, including air ambulance, medical evacuations and delivering critical medical supplies
  • a foreign national with critical skills or working in a critical sector in Australia
  • a foreign national sponsored by your employer to work in Australia in an occupation on the Priority Migration Skilled Occupation List (PMSOL)
  • Military personnel, including those who form part of the Status of Forces Agreement, Commonwealth Armed Forces, Asia Pacific Forces and Status of Armed Forces Agreement
  • A student who has been selected to take part in an International Student Arrivals Plan. 
  • A student in the final three years of study of a medical university degree, where they have evidence of a confirmed placement in an Australian hospital or medical practice. Placements must commence within the next two months of the arrival. 
  • A student in the final two years of study of a dental, nursing or allied health profession university degree, where they have evidence of a confirmed placement in an Australian hospital or medical practice which begins within the next two months.
  • A higher degree research student enrolled in an Australian education institution (including Masters by research and PhD students) with evidence of a current research grant from a Commonwealth agency or support from a relevant government agency outlining why the research is considered essential and/or in Australia’s national interest and how their role is critical to the research.
  • Travelling for compassionate and compelling reasons.
  • a Prospective Marriage (subclass 300) visa holder whose visa has been granted and the application lodged before 18 August 2020.

International Students To Return to NSW Early Dec 2021

Following the news about International Travel resuming on the 18th December, NSW Treasurer – Dominic Perrottet – announced last week that hundreds of international students would start returning to NSW by the end of this year.

We Understand there is a lot of expectation and commotion from Offshore students, so we have collected a few of the most commonly asked questions to bring more clarity to all our members abroad.

These FAQs will be updated as more information is received, so please check the page regularly.  

Who will be Eligible to return?

To be eligible, students must satisfy and agree to some requirements:

  1. Only a small number of students will initially be eligible to return. Priority will be given to those pursuing medicine and health-related degrees or those close enough to complete their studies with one of the participating providers. 
  2. Students will need to have already a valid Australian Student Visa and return a negative COVID-19 test pre-departure.
  3. All inbound international students need to be fully vaccinated with one of the TGA-recognised vaccines.
  4. Students must follow strict quarantine protocols in purpose-built student accommodations located in Redfern.

Which Vaccine do I need to have to be eligible?

All participating students will be required to be fully vaccinated with one of the therapeutic Goods Administration recognised vaccines, which includes Pfizer, Johnson and Johnson, Moderna and AstraZeneca.

Which Education Providers have signed up for the Pilot Program to bring International Students back to NSW in late 2021?

Providers who signed up to the industry-funded pilot plan are as follows,

  • Australian Catholic University
  • Macquarie University
  • The University of Newcastle
  •  The University of Sydney
  • UNSW
  • UTS
  • the University of Wollongong 
  •  Western Sydney University
  • Independent providers include International College of Management Sydney, Kaplan, Navitas, RedHill and Study Group

How can I register my Interest?

At these stage, students cannot register their interest in the pilot program. NSW Government and Education Providers will contact eligible students directly once they have been selected. 

What sort of Travel and quarantine Arrangements are involved in the Pilot Plan?

During the first phase of the pilot plan, 250 international students will return to NSW per fortnight on chartered flights at their own expense. They must quarantine for 14-days in a specifically approved student accommodation, such as Scape Accommodation – which would be accomodating up to 650 returning International Students as per COVIDSafe standards. All information will be communicated directly to the international student at every step of the NSW International Student Arrivals Pilot Plan, so they are clear about their responsibilities and obligations. 

How much will returning international students be paying?

All costs associated with travel and quarantine will be borne by participating education providers and returning students. Specific details about the costs will be communicated directly to international students by their education providers. 

Will returning international students be able to commence on-campus learning?

Education providers will resume on-campus learning with COVID-safe arrangements in accordance with the National COVID-19 Transition Plan agreed by National Cabinet. including tutorials, workshops, libraries, and practical requirements. In due course, students will also be able to meet with teaching and support staff, in an appropriate campus setting.

Will returning international students be able to commence on-campus learning?

Education providers will resume on-campus learning with COVID-safe arrangements in accordance with the National COVID-19 Transition Plan agreed by National Cabinet. including tutorials, workshops, libraries, and practical requirements. In due course, students will also be able to meet with teaching and support staff, in an appropriate campus setting.

Will the weekly number of returning   students eventually increase?

NSW Government will continue to work with education providers and the wider sector to deliver a successful International Student Arrivals Pilot Plan, so that more international students who remain abroad can get back to NSW as soon as possible. A successful, scaled return will lead to an expanded pilot and allow for more students from a range of institutions to return to NSW in due course.

What happens Next?

NSW Government will continue to work with education providers and the wider sector to deliver a successful International Student Arrivals Pilot Plan, so that more international students can get back to NSW as soon as possible.  

  • The weekly number of returning students will be eventually increased if the pilot program proves to be safe and successful, which will lead to an expanded number of education providers and returning students. 
  • For those students who are still unable to return to NSW, Education providers will continue to provide online classes and support while they can return and recommence their studies.

Recognition of prior learning (RPL): What it is and how to apply.

Recognition of prior learning (RPL) is an assessment process in which a person’s skills and Knowledge are validated independently if they were gathered in Australia or overseas. The assessment then determines to what extent a life experience, work or other activities such as short courses or volunteering have provided learning outcomes similar to the desired qualification. Thus, it recognises and provides credits against units of competency, often shortening the time needed to undertake a qualification.

To RPL takes up to 2 weeks to receive the certification. Still, time is relative to how well you can confirm your experience and Knowledge through a series of documents, including but not limited to:

100 ID points (passport, driver's license, bank card, etc.)

Resume

Two Reference Letters

Photos and videos (may or may not be required for each certificate of completion)

Evidence of work (i.e Payslips and invoices)

RPL can be applied to all areas of Knowledge, including automotive, building and construction, business and finance, civil construction, community services, engineer, fitness and recreation, hair and beauty, health and massage, commercial cookery and hospitality, information technology, meat processing, plumbing services, transport and logistics, retail services and entertainment.

Are Internships paid or unpaid in Australia?

Fair Work OMBUDSMAN, the legal and regulatory body of employment interactions in Australia, defines work experience and internships are types of on-the-job training. They can span different lengths of time and can lead to ongoing employment. They can be unpaid or paid based on specific parameters, such as:

Unpaid Internship

Must not last longer than specific periods (i.e. 3 or 6 months) and should include both benefits for you and commercial gain for the company.

Paid Internships

Covers all tasks and work that a paid employee would usually do. This indicates an employment relationship, and the employer should pay the trainee for the hours it works.

What visa do I need to have if I would like to pursue an internship in Australia?

There are three visas you can aim for when applying for Internship programs in Australia. If you are a student in Australia, you can participate in internships, and other paid work for up to 40 hours a fortnight during the teaching period or 40 hours a week during holidays. If you hold this visa, you are eligible to engage in both paid and unpaid internship programs that do not require you to commit more than 20 hours a week. 

On the other hand, if you are between 18 to 30 years old (or up to 35 for Canadian, French, and Irish citizens) and belong to an eligible country, you can apply for a working and holiday visa in Australia. This visa type will allow you to work full time for the length of your visa, including internships and any other form of employment relationship. 

Finally, if you are overseas but would like to gain some work experience in Australia, you can apply for the Training Visa. For this visa, you will need an employer to sponsor and nominate you. Skilled migration program

According to the Department of Home Affairs, the Skilled stream of the Migration Program is designed to attract migrants who make a significant contribution to the Australian economy and fill positions where no Australian workers are available. It plays a crucial role in providing skills and labour that can’t be sourced locally, encouraging regional development, and promoting local investment.

To be eligible for the skilled migration program, applicants must hold specific qualifications, work experience and language ability requirements to be granted a skilled migrant visa in Australia. 

Migration agents list the following as the highlight points for Skilled migration,

2. Meet the minimum points required at the time of the application.

1. Obtain a Skilled assessment to showcase your qualification and work experience in the nominated occupation.

3. Lodge expression of interest, and once the invitation is received, you will have 60 days to lodge your visa application.

22 occupations added to the Priority Migration Skilled Occupation List (PMSOL)

Since June 30, 22 occupations were added to the Priority Migration Skilled Occupation List (PMSOL) to support Australia’s COVID recovery through Skilled Migration.

“The PMSOL, first announced in September 2020, is developed in conjunction with the National Skills Commission to ensure a small number of critical occupations are filled to continue to create Australian jobs and aid in Australia’s ongoing recovery from the impact of COVID-19”

 

This update brings the list to 41 priority occupations, where the expert advice of the National Skills Commission and different Commonwealth departments are laying their eyes on to fill critical skills needed to support the Australian economy. The list is temporary, and priority occupations may change as Australia recovers from the pandemic.
